The chief executive of the Alliance on School Funding, said: 'This new data shows that despite a commitment from the Government to improve the performance of primary school leaders, the performance on those targets has not increased in the last few years.'
A spokesperson for TfL said: 'Allowing councils to invest in our schools does not mean our schools will meet the performance targets required of all schools.
'We can achieve further improvements by investing further in all areas of our school system.'
The chief executive of the Alliance on School Funding, which works to improve performance for school governors, said: 'Despite promises from our Government that school leaders would get some special powers, it's clear that the progress of school leadership has been abysmal since 2010.'
The report highlights that:
School leaders who are not working in conjunction with teachers and governors often are placed in charge of pupils who are working under their tutelage, and in such a case, the school has the flexibility to rehire this tutelage to improve teacher skills.
'Tutoring' has declined by 18 per cent since 2010
The number of places available to schools which have adopted a 'Tutoring' model has fallen from 5,700 in 2010 to 2,500 this year. This is in part down to a number of factors, including staff being able to choose which school would take their child, a lack of access to quality tutoring and a shortage of staff members, including primary school teachers.
While pupils will have to take the opportunity to take up more training if they want to compete for a place in the top six schools, 'training may be underpowered', and many schools have not trained enough teachers or provided enough resources for such training.
The average gap between the average starting salary and the average starting pay of the 10 most successful TfL schools, in 2014, was just $14,639. This is a significant achievement given the need to pay staff and administrators up to 50 per cent more in terms of remuneration than average in most other high performing regions, with the biggest gap in the City of London, where there are six TfL schools of this size.

The Manchester Evening News understands some supporters have accused the club of trying to make it look as if some racism had been found. But police said nothing was known to have been done and further enquiries were likely at the council's expense.
In an interview with the Sun on Sunday today, the new Newcastle City football head Kevin Wilson, said there had been a series of discussions at the council's chief executive and the police.
