Bus drivers threaten strike over safety regulations
In a statement, Mr. Walker said the Republican-dominated state legislature has not responded favorably to his proposal for legislation to allow public workers to picket outside the Capitol and threaten to walk out if the measures pass.
"I'm disappointed that Republicans have blocked my bill, as they should have," Mr. Walker said in a statement. "But we know we can work together to fix this problem. As governor, the first step is to pass legislation to make it easier for all Wisconsin citizens to join unionized employees at the Capitol."
Sen. Joe Bolkcom, a Democrat who represents Milwaukee County, said the proposal would also encourage drivers to join the group — but not by stopping them from pickingeted outside the Capitol.
"The only way you're going to get all your dues paid at the Capitol is to have union members at the Capitol, even for a few hours," Mr. Bolkcom said. "Some of the laws in Wisconsin make people feel like they're criminals. That's not what we want."
The law provides that only about 6 percent of the state's workforce is represented by a union; about 1.2 percent of employees work for one union or another. That leaves an estimated 11,300 licensed truck drivers in the state who are not in a union.
The bill had been expected to go to a Senate committee and was expected to be heard in the full Senate on Wednesday, according to officials in the state office of the legislative leader.
But on Thursday evening, the session was abruptly canceled. No hearings were scheduled until early Friday morning and lawmakers who were set to speak on the legislation could not be reached. No Republicans came out for the hearing.
Gov. Walker said on Thursday that if the Wisconsin Constitution's provision that allows employers to fire workers if they fail to meet minimum wage or hours standards is struck down, then that would prevent Wisconsin companies from making decisions on the workers' behalf and forcing unions to picket outside the Capitol.
He called the measure "a big deal" and said it would not only give the driver's union a legal right to picket at the Capitol but also could cause some workers who have never used a union car to become jobless, an issue he said would "devalue our system of government."
"By passing the bill, we're giving every Wisconsin worker the right to join the Milwaukee County Federation of Teachers, the American Federation of Teachers, and many other unionized workers who have been out in force, pickingeting to show their respect for all workers and ensure a fair and safe working day for them, their families, and our communities," the governor said. "We know we can work together to fix this problem.
